User receives error (001) cannot access the database when generating E-Bills for CMPA files

QUESTION: I am receiving the following error while generating the e-bill. Can you please help?

RESPONSE: When generating the electronic output, if an error message “(001)Cannot access the database” appears, it means that the time component in squire brackets is missing in the description field of an entry using the disbursement code CMPAFEES. You just need to add it and regenerate the electronic file.
