Invoice Creation Error Message - Not Able to Resolve Allocation

QUESTION:
On invoice creation the user is getting the following error message:

“Not able to resolve allocation. Make sure you have at least one member to share unallocated credit work, premiums and losses.”

RESPONSE:
The Practice Groups and Rate Titles are missing, and is causing this error.

A database update to populate the missing information is required.
